Starting in 2014, health insurance coverage for individuals and small businesses will become available through new state health insurance exchanges. Most importantly, the key tax credits (e.g. individual health insurance tax subsidies) will only be available for coverage purchased via these exchanges.
February 15, 2013 Deadline
States were required to decide by February 15, 2013 whether they would:
Create their own health insurance exchanges,
Partner with the federal government, or
Default to a federal-run exchange.

Special Update for Utah
On February 6, 2013, Governor Gary Herbert offered a proposal to federal officials that would allow the state to run the small business, or SHOP, portion of the exchange while the federal government would establish and operate an exchange for individuals. The state is awaiting HHS' response to the proposal.
