State Health Insurance Exchange Update - February 2013

Starting in 2014, health insurance coverage for individuals and small businesses will become available through new state health insurance exchanges. Most importantly, the key tax credits (e.g. individual health insurance tax subsidies) will only be available for coverage purchased via these exchanges.

February 15, 2013 Deadline 

States were required to decide by February 15, 2013 whether they would:

  1. Create their own health insurance exchanges, 

  2. Partner with the federal government, or 

  3. Default to a federal-run exchange. 

Below is a summary of progress for health insurance exchange implementation as of February 15, 2013:

  • 18 Have Declared a State-based Exchange

  • 7 Have Planned for a Partnership Exchange

  • 26 Have Defaulted to a Federal Exchange

Special Update for Utah

On February 6, 2013, Governor Gary Herbert offered a proposal to federal officials that would allow the state to run the small business, or SHOP, portion of the exchange while the federal government would establish and operate an exchange for individuals. The state is awaiting HHS' response to the proposal.
